まず、ある人は次のように言っている。in the street は文字通りに道の真ん中にいるというニュアンスだそうだ。

Hrmm, I’m American. To me, there’s a significant difference between the two.
“In the street” means literally that you are “in the middle of the street, standing on it, and waiting for a passing car to hit you.”, while “on the street” can be used to describe buildings which face the street. i.e. “The factory was on Jackson Street.” or a pedestrian who is walking down the street, but is on the sidewalk, not in the middle of the road.

 

自転車に関しては二つの意見があり面白いと思った。

(A) I would ride my bike on the street. “In” the street always implied a more risky endeavor, since childhood. Don’t ask me why.

(B) I somewhat disagree–I think one rides a bicycle in the street, but on the pavement. Which is interesting, because one rides a bicycle on the sidewalk, not in the sidewalk. And, even worse, one drives a car on Main Street. Why do I think a bicycle uses in and a car on? No idea, it’s just the way I’ve always said it!    At any rate, it’s tricky, isn’t it?

私見として一般にon the street はアメリカ英語、in the street はイギリス英語である。しかし、互いにどちらも使われる。学生が英作文にこの表現法を書いてきたら正解と判断すべきだろう。

また、アメリカ英語での傾向として、in the street とあったら物理的なstreet が意識される。There is a big hole in the street. とするのが普通のようだ。on the street とあったら機能としての street が意識される。People are walking street. である。


追記

アメリカ英語とイギリス英語の違いに関してネットを見てみたら、目から鱗が落ちるといったらいいのか明快な説明を見つけた。それを下に引用する。小笠原林樹の英語語法講義より

この in と on の違いがなぜ英米の差とかかわっているのか、一つの興味深い説明を紹介しておきたい。それは、英国と英国人が北米大陸に移民し始めた初期のころの街の「たたずまい」を繁栄していると考えられるからである。

ロンドンという大都会の史的発達にまで話しの風呂敷を広げるわけには行かないが、昔のロンドンを写実的に描いた絵などを見てみると、通りの左右に店舗が並んでいるが、各店舗は3階建てで通りの幅はそれほどではない。つまり、通りは左右についたてがあってその間の空間にある。まさに in の感覚である。大げさに言えば、一種の谷底にある感じであり、これは on の感覚ではない。in the streetとしか表せない。

16世紀後半から英国やオランダから、大西洋を渡って北米大陸に着いた時、そこは原野なり森を切り開いて開拓地にしたにしても、建築材料も整っていないから、とりあえず木材で粗末(?)な家を建てる。その前の通りはまだ粗末な street であっただろうが、周りはひらけた空間の感じで、そこには表面感があったであろう。あるもの(場所でも)表面に接触して、とく感じは on~の形で表すことになっていて、in ではない。

つまりロンドンの狭い通りは文字通りin だが、新大陸では広々とした平原上に道がつくのであるから、平原の上(接触している)の意味で on を使う。
