日本語では、目的と目標という言葉は使い分けがされている（あいまいな場合もあるが）。目的は最終的に到達するゴールである。マラソンで言えば終着点である。いっぽうの「目標」は「目的」に至るまでの各道標になる。会社ならば、「自社を発達させて社会の発展に貢献する」ことが目的ならば、途中の中期目標として、5年後に売り上げを200億円にする。10年後に300億円にするという風に使い分ける。
ここで、一例として、大阪大学の人間科学部のホームページを見る。すると、学部の目的は、人間と人間の営む社会を科学的に考察し、人間とは何かを見つめ、人間という存在を理解し、人間らしく生きていける社会を作り出すことに貢献できる有能な人材を育成することを目的とする、とある。
そして、その下に、「教育目標」とあって、学際性、実践性、国際性という３つの目標を記して、具体的に述べてある。（http://www.osaka-u.ac.jp/ja/guide/announcement/main/policies/s-human_policy.html） 大阪大学のホームページは英語版があるのだが、この二つの使い分けは英語ではどのようにしているか興味があったのだが、残念ながら英語版ではこの箇所の訳はない。
さて、日本語だが、「目的」は最終ゴール、抽象的、意味づけがされている。一方の「目標」は途中の目標、具体的、数値的、最終ゴールではない、という点が特徴である。
さて、このような「目的」と「目標」の使い分けが英語にあるかどうか知りたいと思った。特に意識されてはいないようだが、あえて言えば、purpose/ objectives のように使い分けるといいようだ。論文のはじめには目的を書くことがあるが、The purpose of this study is to ~ のように始まる。
目標ならば objective を使うといいだろう。We will try to achieve sales objectives. （われわれは売り上げ目標を達成しようとした） また、objective には、客観的なという意味がある。objective facts ならば、「客観的な事実」という意味だ。そのために、目標＝数値目標、客観的目標という風に考えられやすい。
国民を幸福にするという国家の目的はなかなか達成されたかどうか判断がつかないが、GDPを３万ドルにするという目標は具体的に・数値的に分かるから判断ができる。政治家はマニフェストを述べるときも、objective を述べてくれたほうが、達成できたのか、あるいは、できなかった、との判断を国民はするできる。
なお、辞書には、aim, goal, target などの語が類似語として提示してある。それらを見てみると、英語の世界では日本語のように目的／目標の区別がうるさくないようだ。もしも、そうならば、この点は日本語の方が細かく、的確に表現しようとしているということで、日本語の方の表現力が優れていることになる。
(追加 2024-04-09） 上記の文を投稿してから、8年ほどしたが、その間にChatgpt が非常に普及してきた。ここで、英語でのpurpose とobjectiveの違いをChatgptに聞いてみたら以下のように説明があった。

つまり、objective とは客観的という意味もあり、数値で示されるような値である。ところが、purposeはもっと高次な、全体的な目的という意味である。
